Once the new gods freed man from a life of relative lawlessness and gave them a life of law abidance, the need for a codified civil law was obvious. Their experience with Dragon law, which was to say that whatever the Dragons wanted, they got, was such that the new gods wished to do more for man than simply give a list of do's and don'ts. With great care, the new gods fashioned a law for men that was flexible enough to be changed while being strict enough to deter evil. Of course, like all laws, many of the originally intended ideas have changed over time. Importantly, though, is the fact that the law maintained itself even as the Empire grew too large to maintain it for the people. Here, the new gods' work was complete, for the law remained in the peoples' hearts long after their ascension to the stars.

Those who can debate well will frequently find themselves at the center of attention in the thick of a crowd. Debate is one of those skills that is useful to people in all walks of life; though some prefer action to words, there is a time for everything under the stars, including debate. If rulers are to base their decisions on the very best of information, then it is better to have someone skilled in Debate at their right and left hands, so that they may hear all sides of an issue...even the side they don't care to hear.

“Created by Man for Man, so that Man may never live under the fear of the Unforgiving Flame again.”  This quote is taken from the statue of Manlius Tiberius Scribonius, first of the Court Attendants and appointee of Verus.  When the New Gods came to Elumia, they found a world that lived mostly by the rule of “Might makes Right”; having escaped from a land where this was also the case and wishing to create a better world, the New Gods and their descendants set about creating laws and governing structures that would treat each man and woman as equal under its precepts.  Those who have eyes to see understand that this is not always achieved, yet the end results are far better than they would be under the fickle whim of the Wyrm.
